Fake UK Driving Licences for Sale Online: What the Law Says
Adverts on TikTok and WhatsApp claim to sell a genuine UK driving licence for £650 to £800 with no test required. There is no such product. A driving licence can only be issued by DVLA. What these sellers offer is a forged document, and possessing one is a criminal offence that can carry a sentence of up to ten years. This guide explains what the law says, who is behind these scams, and how to report an offer you have seen.

What the scam looks like
Press investigations published in early 2026 found more than 20 TikTok accounts openly advertising full UK driving licences with no test required. Prices ranged from £650 for a car licence to £1,200 for a heavy goods vehicle (HGV) licence. Contact was directed to WhatsApp numbers. Several accounts also advertised the removal of penalty points for £200 and the lifting of a driving ban for £600.
The accounts used standard social-media formats: video testimonials, countdown timers and screenshots of documents that appeared official. DVLA confirmed to journalists that no staff are involved and that it does not issue licences through any channel other than the official application process.
The timing is deliberate. DVSA practical test booking backlogs have left hundreds of thousands of provisional licence holders waiting five to eight months for a test slot. The frustration this creates is the lever the scammers use. The pitch is: pay us and skip the queue. The reality is: pay us and receive a forged document that constitutes a criminal offence to possess.
Why penalty point removal is also fraudulent
Several of the same sellers advertised penalty point removal for £200 to clear points and £600 to lift a ban. This is technically impossible. Penalty points on a UK driving licence are recorded on the DVLA central computer in Swansea. No third party can alter that record. Paying for this service wastes money and may involve additional offences depending on what the seller claims about how they will perform the service.
What the Identity Documents Act 2010 says
The Identity Documents Act 2010 is the primary legislation governing false identity documents in the UK. Under Section 4 of the Act, it is a criminal offence to possess a false identity document with the intention of using it as genuine, or to allow another person to use it. A UK driving licence is an identity document within the meaning of the Act.
The maximum sentence for possessing a false identity document is ten years imprisonment. Courts have imposed custodial sentences on individuals found in possession of forged licences, particularly where the document was used to obtain work requiring a valid licence or to pass a vehicle-hire identity check.
Driving with a forged licence also voids your vehicle insurance. An insurer will not pay a claim if the driver was operating under a fraudulent document. This means any collision while driving on a fake licence could leave you personally liable for all costs, including third-party property damage and personal injury claims. The financial exposure far exceeds any money saved.
How to report a fake licence offer

If you encounter a TikTok account, Telegram channel, WhatsApp number or website advertising fake UK driving licences, there are three places to report it.
Action Fraud is the UK national reporting centre for fraud and cybercrime. You can file a report online at actionfraud.police.uk or by calling 0300 123 2040. Action Fraud passes intelligence to the National Fraud Intelligence Bureau, which coordinates law enforcement responses. You do not need to have been defrauded personally to make a report: seeing an offer and reporting it is encouraged and useful to investigators.
DVLA accepts direct fraud referrals via its website at gov.uk/contact-the-dvla. The relevant section is driver licensing fraud. DVLA has its own enforcement team and shares intelligence with HMRC and police forces.
You can also report directly on the platform. TikTok, Telegram and WhatsApp each have in-app reporting tools for illegal content and fraudulent offers. Use the three-dot menu or flag button on the specific video, message or channel. Platform reports alone rarely lead to prosecution but do help remove the content faster.
If you have already paid
If you have already paid money and received a document you believe is forged, stop carrying or using it immediately. Report to Action Fraud as above. You may also be able to dispute the payment with your bank. For credit card purchases above £100, a Section 75 claim under the Consumer Credit Act 1974 allows you to dispute with your card issuer directly. For debit card payments, the Visa or Mastercard Chargeback scheme is the equivalent route, though outcomes vary.
Do not keep or use any forged document you have received. Possession is the offence under the Identity Documents Act 2010, regardless of whether you were deceived into buying it. Hand it in to your local police if they request it as part of a report.
How to get a driving licence legitimately

The legitimate route to a full UK Category B car licence has four stages: provisional licence application, theory test, practical lessons, and practical test. There is no shortcut, but there are legitimate ways to reduce the wait at each stage.
- 01Apply for a provisional licence
Apply online at gov.uk/apply-first-provisional-driving-licence. Cost is £34. You need your National Insurance number and a recent digital photograph. Most applications are processed within three weeks.
- 02Pass the theory test
