Vulnerable road users: what you need to know

The 2022 Highway Code set out a hierarchy of road users: those who can do the most harm have the greatest responsibility to look out for those most at risk. Read the key points below, then take the short quiz to check it has stuck. Every point is grounded in the Highway Code.

Key points: vulnerable road users

  1. Pedestrians, especially children, older and disabled people, are at the top of the hierarchy (rule H1).
  2. Give way to pedestrians waiting to cross or crossing the road you are turning into (rule H2).
  3. Do not cut across cyclists, horse riders or horse-drawn vehicles going ahead when you turn (rule H3).
  4. Leave at least 1.5 metres when overtaking a cyclist at up to 30 mph, and more at higher speeds (rule 163).
  5. Pass horses slowly, at no more than 10 mph, leaving at least 2 metres (rule 215).
  6. Expect cyclists to ride in the centre of the lane on narrow roads, and use the "Dutch Reach" to check before opening your door (rules 72, 239).
