What to bring for the New York permit test if you are 18 or over
At 18 or over in New York there is no parental consent, but the identity check is the same 6-point test on DMV's form ID-44 (revised February 2026), and until you turn 21 a parent or guardian can still fill the gap with form MV-45, worth 4 points, completed with them at the office. Bring a completed MV-44 application, your Social Security card or number, a proof of date of birth, which for REAL ID also has to show citizenship or lawful status and for Enhanced citizenship, and New York address proof: one document for a Standard permit, two for REAL ID or an Enhanced permit. REAL ID costs nothing extra, while Enhanced adds $30 and is open to U.S. citizens only. Documents have to be originals or copies certified by the agency that issued them, and anything in another language needs a certified English translation. You pass a vision test and sit the written test at a DMV office: New York DMV publishes no way to take it from home at 18 or over, and the online course adults can take is the 5-hour pre-licensing course, which needs a permit already. Which document sets reach 6 points for an adult?
A U.S. passport or passport card is worth 4 points and an original Social Security card 2, so that pair reaches 6 by itself; what remains is proof of your New York address, which can be a 0-point item such as a residential lease issued in the past year.

The Social Security item is compulsory but can score zero: the number written on MV-44, or a Social Security stub, meets Section A for 0 points. MV-44 tells anyone who was ever issued a number to write it on the form, citing Vehicle and Traffic Law s. 502(1). If you never were, the NSS-1 or NSS-1A affidavit supports a Standard permit only; for REAL ID, someone ineligible for a number brings a Social Security Administration letter dated within 30 days of the visit plus the Homeland Security papers shown to that agency.
School records keep counting after graduation. A U.S. high school diploma or GED adds 1 point, and a U.S. college photo ID with an official transcript adds 2 and proves your address if it was issued within the past year.

What counts as proof that you live in New York?
A document counts only if your current New York street address is printed on it by whoever issued it. A P.O. box does not qualify, and an electronic statement or e-bill has to be printed out. Most of the common ones must also be dated within the past year: ID-44 puts that limit on bank statements, pay stubs, utility bills, W-2 forms, residential leases, credit card statements and homeowners or renters insurance papers.
DMV also accepts one document per type and one per source. Two utility bills count as one, and a checking statement and a credit card statement from the same bank count as one, so a REAL ID applicant needs address proofs from two different issuers. A property deed, a New York vehicle title and a Selective Service card are listed with no date limit at all.
Standard, REAL ID or Enhanced: which should an adult ask for?
Decide before you gather anything, because the choice sets the document list. Standard is the only one of the three that ID-44 marks as not accepted to board a domestic flight, and Enhanced is the only one it lists for U.S. land and sea border crossings.

For REAL ID or Enhanced, your Section B document sets the name on the permit, in full with any middle name and suffix. If your name has since changed, bring the original or a certified copy of each marriage certificate, divorce decree or court order that links the names.
A foreign passport proves lawful status only alongside a valid visa with an I-94 or a Customs and Border Protection stamp, or with a valid I-551 stamp or statement. Without those it still scores 4 points as a date-of-birth proof but cannot support REAL ID, and ID-44 bars every lawful status document, a foreign passport included, from an Enhanced application.
Do you need the permit test at all if you hold another license?
Often not. For an exchange, DMV requires a photo license from another U.S. state or territory that is valid or expired less than 24 months and was issued at least 6 months before you apply. If a recent renewal puts a newer issue date on the card, ID-44 asks for a certified driving record showing longer licensing. The written and road tests may be waived, so an eligible new resident can exchange the license instead of starting with a permit.
If you do apply for a permit, a photo license, permit or ID card from another state, U.S. possession or Canadian province is worth 4 points while current or no more than 2 years expired. It is not a New York residence proof, and the other jurisdiction's card may be canceled once New York issues yours. A foreign photo driver license within the same 2-year window is also worth 4, as a date-of-birth proof only.
What else does MV-44 ask of an adult applicant?
Three sections deserve a look before you sign. A man aged 18 through 25 who signs MV-44 authorizes DMV to pass his details to the Selective Service System for registration unless he ticks the No box in that section. Every applicant must answer the organ donor question, either by joining the Donate Life Registry or by choosing to skip it. Page 3 is a voter registration application that is filed only if you sign it, and it has a box for declining.
Page 2 carries four medical and history questions that every applicant answers. A yes to the one about conditions causing unconsciousness or unawareness means also submitting form MV-80U.1, which you can get on dmv.ny.gov before the visit.
What happens at the counter, and what will you pay?
Four things happen: document review, the vision test, the written test and payment, and once all four are done the permit is issued. No parental consent is involved, and at 18 or over no 6-month wait stands between the permit and booking a road test.
- 1Reserve a time
DMV strongly encourages it. When an office has long waits, only people with a reservation are let in.
- 2Hand over MV-44 and your proofs
Damaged, altered or erased documents are refused, and DMV keeps any that look fraudulent.
- 3Vision test
20/40 in either or both eyes, with or without lenses. Needing lenses to pass brings a B restriction for corrective lenses.
- 4Written test
20 questions on a touch screen or on paper, in any of 20 languages. You need 14 right, including 2 of the 4 road sign questions.
- 5Pay
Credit card, cash, or a check or money order made out to the Commissioner of Motor Vehicles.
The MCTD surcharge applies to residents of the five New York City boroughs and of Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk and Westchester counties. Whatever your age, Vehicle and Traffic Law s. 503(2)(a) lets the $10 application fee inside that total pay for two attempts at the knowledge test; a second failure means paying the application fee again.
Priya, 19, from Albany: REAL ID without a passport
- 1Priya turned 19 in March 2026, has never held a license anywhere, and rents an apartment in Albany, which is outside the MCTD. She wants a REAL ID permit so it also works at the airport, which means 6 points, 2 address proofs and proof of citizenship.
- 2Section A: her original Social Security card, 2 points, which she signed when it arrived, so the signature rule is covered. Section B: her U.S. birth certificate, 0 points, for citizenship and date of birth.
- 3Section C: her university photo ID and official transcript, both issued in May 2026 and printed with her Albany address (2 points, address proof 1), a checking account statement from August 2026 (1 point, address proof 2) and her health insurance card (1 point). Running total: 6.
- 4She leaves out her credit card statement, because it comes from the same bank as the checking statement and would not count as a separate proof.
- 5At the office on Wednesday, October 14, 2026 she passes the vision and written tests and pays within the $76.75 to $80.00 band for her age, with no MCTD fee and no REAL ID surcharge.
Outcome. Priya leaves with a REAL ID learner permit. At 19 she has no 6-month hold and no supervised-hours form, so her next step is the 5-hour pre-licensing course, which at 18 or over she can take online once she holds a valid photo learner permit, or in a classroom.

Can I use an expired U.S. passport for a New York permit?
Not as a rule. New York DMV form ID-44 (2/26) says expired documents are refused unless the form specifically allows them, and it gives no expiry allowance for a U.S. passport or passport card. The exceptions it does list include another state's photo license and a foreign photo license, each accepted up to 2 years after expiry for 4 points.
Will New York accept my foreign passport?
Yes, with limits. On New York's ID-44, a foreign passport is worth 4 points and proves your date of birth. It proves lawful status, which REAL ID needs, only with a valid visa and an I-94 or a Customs and Border Protection stamp, or with a valid I-551 stamp or statement. It can never support an Enhanced permit, which is for U.S. citizens.
Do I have to bring my Social Security card to the New York DMV?
No, but the card is the only Social Security item that earns points. New York's ID-44 gives an original card 2 points, while writing your number on form MV-44 or bringing a Social Security stub meets the requirement for 0 points, so you need 2 more points elsewhere. The number without the card is not accepted for an Enhanced permit.
Is a New York permit cheaper once I turn 21?
Yes. New York DMV's fee chart for a first Class D permit drops to $64.25 to $67.50 from age 21, compared with $76.75 to $80.00 between 18 and a half and 21, and $80.00 from 18 to 18 and a half. Residents of the 12 MCTD counties, which include all five New York City boroughs, pay $9.00 to $10.00 more in each band.
Can two documents from my bank count as two New York address proofs?
No. New York's ID-44 accepts only one document per type and one per source, so a checking statement and a credit card statement from the same bank count once. For REAL ID or Enhanced, which need two residence proofs, choose two different issuers, for example a residential lease and a utility bill, each dated within the past year.
