Can you take the permit test online in Florida?

Only if you are under 18. Florida allows the Class E knowledge exam to be taken online, but only through an FLHSMV-approved third-party administrator and only by applicants under 18: FLHSMV's Class E Knowledge Exam page says so, and section IV.G.2 of its third-party administrator agreement makes the administrator enforce the age limit. Applicants 18 and over must sit it in person. The under-18 route is heavily fenced: a Parent Proctoring Form signed in front of a driver license examiner or notarized, a parent or guardian who electronically certifies that the applicant will be monitored and not assisted, that parent's valid Florida driver license number at the start, personal security questions before and during the exam, a 60 minute limit with unanswered questions marked incorrect, and throttles of no more than three applicants per IP address and three exam transactions per credit card in any 24 hours. Section IV.D.4 caps an applicant at three knowledge tests through administrators, after which the next sitting is at a service center or tax collector office, and section IV.E warns every applicant that a random re-examination can be ordered before any license is issued. If I turn 18 next month, can I still take it at home?

Only while you are still 17 on the day you sit it. FLHSMV's Class E Knowledge Exam page and its teen FAQ both limit the online exam to applicants under 18. Section IV.G.2 of the Third-Party Administrator Knowledge Agreement (rev. 7/15/2022) restricts vendors' online Class E exams to applicants under 18, citing s. 322.56(8)(a), F.S.

The statute itself names no age. Section 322.56(8) tells FLHSMV to contract with online course providers to give the exam online to applicants for Class E learner's licenses, and it writes the parent into the process: a parent, guardian, or other responsible adult who meets s. 322.09 supplies a driver license number and promises to monitor before the exam, then certifies afterward that he or she did. The under-18 line comes from the agency's pages and the contract. FLHSMV publishes no grace period around the 18th birthday. From that day the exam is in person only: a driver license service center, a tax collector office that offers driver license services, or a third-party administrator's proctored room in Florida.

The age limit covers online delivery only

Agreement section IV.B.1 lets an authorized administrator give the Class E exam in a proctored room at a place of business in Florida, and the proctored-exam terms in section IV.H set no age limit. Section IV.B.2 excuses a vendor from keeping a Florida place of business only if it tests applicants under 18 and only through an approved online exam website.

What does my parent have to do, and when?

Section 322.56(8)(a) splits the parent's role across the sitting: two duties before the first question and one after a pass.

    Before the first question: certify and give a license number

    Section 322.56(8)(a)2 requires the parent, guardian, or other responsible adult who meets s. 322.09 to give the administrator a driver license number and certify that he or she will monitor the applicant. Agreement sections IV.G.5 and IV.G.6 turn that into two on-screen steps: an electronic certification that the applicant will be monitored and not assisted, and a valid Florida driver license number entered at the start.

    During the exam: the security questions

    Section 322.56(8)(a)1 requires personal questions before the exam that the applicant must answer again during it, and agreement section IV.G.7 makes the vendor tell the applicant so. That is the identity check the published rules describe. FLHSMV does not publish a webcam or room-scan requirement.

    After a pass: sign HSMV 71144

    Section 322.56(8)(a)3 requires the adult to certify to FLHSMV, before the learner's license is issued, that he or she monitored the applicant. The form is HSMV 71144 (Rev 03/15), Parent Proctoring of On-line Driver License Testing by a Minor. It is written in the past tense: the parent or legal guardian affirms being present when the exam was completed and that the minor answered without other materials or help from anyone, the parent included. A driver license examiner or a notary witnesses the signature.

The signature line on 71144 reads "Parent or Legal Guardian," and its instructions say the parent or legal guardian must sign. Section 322.56(8) also allows another responsible adult under s. 322.09. FLHSMV has not published how an office treats a 71144 from that other adult, so ask before you rely on it. Agreement section IV.G.4 also makes the vendor warn you both that a false statement about the exam is fraud and can bring license cancellation for 1 year, citing ss. 322.22 and 322.27(1)(d), F.S.

Is the online exam easier than the one at the office?

No. Section 322.56(2) bars a third-party administrator from giving any test that differs from the one the state would give, and agreement section IV.A requires vendors to use FLHSMV's Automated Driver License Testing System (ADLTS) with no other questions. FLHSMV's Class E page sets the exam at 50 multiple-choice questions on three subjects, the state's traffic laws, safe driving practices, and recognizing traffic controls, with 40 correct needed, which is 80 percent.

FLHSMV's Third Party Administrator Program page says driver license offices, tax collector offices that offer driver license services, and contracted third parties all use ADLTS, and that it produces a timed 60 minute, 50-question test drawn at random from a bank of about 800 questions. Section 322.12(3)(a)3 requires at least 25 questions in that bank to address bicycle and pedestrian safety. That 25 is a bank quota, not a promise that your 50 will include 25 bicycle questions.

Agreement section IV.G.8 makes the vendor tell you about and enforce the 60 minute limit, and any question still unanswered when time runs out is marked incorrect. Sixty minutes for 50 questions is 72 seconds each. Blanks count against the same 10 misses as wrong answers, so 11 blanks fail the exam even if every answer you gave was right.

Since February 6, 2026, FLHSMV gives all knowledge and skills exams in English only, including oral exams, and no longer permits translation services, per its January 30, 2026 announcement. An oral exam was never an at-home option: agreement section IV.D.3 bars third-party administrators from giving oral exams and sends those applicants to a driver license or tax collector office.

Before the exam, agreement section IV.E has the vendor show you a notice: FLHSMV can call any applicant back to an office for re-examination before issuing a license, and anyone who fails that re-exam must then pass the knowledge exam before getting one. Under that section FLHSMV can order a retest whatever the electronic result says. FLHSMV's exam page adds the cost: a failed mandatory re-test means a re-exam fee at the next attempt.

Section 322.12(3)(b) makes anyone caught cheating on the examination, or circumventing any part of it, take it again. At a kitchen table that means the handbook, a phone, or a sibling's help, which is exactly what the parent swears on 71144 did not happen.

Worked example

Camila, 16, Hialeah, September 2026

  1. 1Camila Reyes is 16 and has finished a Driver Education Traffic Safety course. She is under 18, so the online route is open. Her father Rafael holds a valid Florida driver license.
  2. 2On September 12, 2026, before the exam opens, Rafael enters his Florida driver license number and electronically certifies that Camila will be monitored and not assisted. Camila answers the personal security questions the system sets.
  3. 3The exam is 50 questions with a 60 minute limit. When time runs out she has answered 48, and 41 of those are right. The 2 blanks are marked incorrect under agreement section IV.G.8. Result: 41 correct and 9 wrong (7 wrong answers plus 2 blanks). The pass line is 40.
  4. 4On September 15 Rafael signs HSMV 71144 in front of a notary, affirming that he was present on September 12 and that Camila answered without materials or help.
  5. 5On September 18 they go to a driver license service center in Miami-Dade County with 71144, the parental consent form (HSMV 71142), her identity, Social Security, and residential address documents, and proof of the course. She passes the vision and hearing test there. No random re-test is drawn, and she leaves with her learner's license.

Outcome. 41 of 50 with 2 blanks passes, because 9 misses is under the 10 allowed. With 11 blanks she would have failed even if every answer she gave was right. Passing online did not remove the office visit or the 71144, and Rafael could only sign 71144 after the exam he watched.

Can I take it at school instead of at home?

Yes, if your public or private high school's driver education class is in FLHSMV's Driver Education Licensing Assistance Program (DELAP). According to the Class E page, many high school driver education classes hold that authorization, and the teacher records a pass in FLHSMV's test records. The exam page and the teen FAQ both tell you to ask your local high school whether it currently takes part. The required-forms page ties HSMV 71144 to exams taken online through a third-party administrator, not to DELAP. You still visit a service center for the learner's license, and no score sheet is needed there: the teen FAQ says the vendor or DELAP sends results electronically.

Can two siblings test from one house on the same day?

Yes, up to a limit. Agreement section IV.G.3 caps each 24 hour period at 3 different applicants per computer IP address and 3 exam transactions per credit card number. Two siblings on one home connection, paid on one parent's card, fit inside both caps. A same-day retake is another card transaction, so two siblings plus one retake uses all 3 on that card. A fourth applicant from the same IP address inside 24 hours is over the contract limit, and FLHSMV publishes no household exception.

FLHSMV does not publish what a vendor charges for an online sitting, an online-exam pass rate, or whether ADLTS ends the exam once an 11th miss makes a pass impossible.
