What does the No Parking Any Time sign mean?
The No Parking Any Time sign (MUTCD R7-1) is a regulatory sign under the federal Manual on Uniform Traffic Control Devices, the national standard the states build from. A parking ban runs for the whole length the sign governs, at every hour of every day.

What shape and color is the No Parking Any Time sign?

What a vertical rectangle means. Usually regulatory: a law you must obey. Speed limits, turn restrictions and parking rules take this shape.
What white means. Regulatory. A black legend on a white background is a law, not advice.
What red means. Stop, yield, or a prohibition. Red never advises, it always forbids or commands.
Regulatory signs. Every sign in this group has a statute behind it, so disobeying one is a citable offense on its own. Permit tests tend to word them as a duty you owe rather than show you the face.
What is the No Parking Any Time sign often mistaken for?
No Standing signs and No Stopping (R8-5). Read them as three widths of the same ban. Under a parking ban you may still halt while actively loading or unloading, goods as well as people. A standing ban narrows that to passengers getting in or out, so waiting at the curb for someone is out. A stopping ban leaves nothing at all.
