What does the Speed Limit sign mean?
The Speed Limit sign (MUTCD R2-1) is a regulatory sign under the federal Manual on Uniform Traffic Control Devices, the national standard the states build from. A ceiling fixed by law, and it assumes the best case: dry pavement, clear sight lines, light traffic. Passing the number is an offense by itself, and anything short of the best case obliges you to drive under it.

What a vertical rectangle means. Usually regulatory: a law you must obey. Speed limits, turn restrictions and parking rules take this shape.
What white means. Regulatory. A black legend on a white background is a law, not advice.
Regulatory signs. Every sign in this group has a statute behind it, so disobeying one is a citable offense on its own. Permit tests tend to word them as a duty you owe rather than show you the face.
What is the Speed Limit sign often mistaken for?
The Advisory Speed plaque (W13-1P), which is yellow, applies to a curve or ramp, and is a recommendation rather than a limit. Also the Minimum Speed plaque (R2-4P), which sets a floor rather than a ceiling.
