What does the Pass With Care sign mean?
The Pass With Care sign (MUTCD R4-2) is a regulatory sign under the federal Manual on Uniform Traffic Control Devices, the national standard the states build from. Passing becomes lawful again from here, and that is the whole of it. The short sight line stopped being the reason you could not; judging the oncoming lane is back with you.
